New Tax & Agency Reference APIs

This is available now in Sandbox and Live environments. See the Tax and Agency API references for full details.

This is the first of a consistent set of tax, agency, and jurisdiction references we'll use across the API, so you can increasingly group and reconcile tax activity the same way everywhere.

This makes migrations easier: resolve a prior system's tax codes to Check taxes and keep them current as the catalog changes. You can also filter by supported to see which taxes Check calculates.

You can now read Check's tax catalog directly from the API. Two read endpoints surface the taxes and agencies Check works with. Both use a canonical lowercase jurisdiction code (fed, ny, pa) so you can filter by region.

The guide walks through actions like subscribing to fulfillment.created webhooks, surfacing balancing fulfillments in a clear employer-facing flow (banner → detail page → receipt PDF), and communicating the timeline before funds move.

Limiting Remove Blocker Attempt Count

We are introducing a limit to how many times the same blocker can be removed from a company filing. Starting July 1st, you will be able to remove a given blocker on a company filing up to 2 times via API or Console. A third attempt to remove that same blocker will be rejected with a too_many_blocker_removal_attempts error.

Removing a blocker signals to Check that the underlying issue has been addressed, clearing the filing to proceed. When the same blocker keeps reappearing, it means the root cause hasn't actually been resolved with the tax agency, so removing it again only lets the filing fail and re-block without explanation for the customer. This new cap stops that unproductive loop and points you and the customer to create a ticket, where support can be provided.

If you reach the limit, please ensure the issue has been resolved directly with the agency, then contact Check support to have the blocker removed.

Tax Overrides for Federal and State Income Taxes

You can now override Check's calculated federal and state income tax withholding on individual payroll items using a new “tax_overrides” field on Payroll Item API! This feature is available in Sandbox today, and will be made available in Production next Thursday, July 2nd.

Tax overrides allow you to build support into your payroll product for cases where employers and employees want a specific withholding tax amount withheld, instead of the amount that would normally be calculated based on the employee’s W-4 elections. For example, an employer could use this  to reduce or zero out withholding on an off-cycle bonus or if their employee is following a specific tax withholding strategy defined by their CPA.
